This app is a homescreen widget, which means you have to add it to your homescreen.
It cannot be opened. Long press your desktop to add it there. :)

You can now set a custom location, you can do this by re-adding the widget. You have the option of searching for a city or still using automatic positioning like before. Let me know if you have any problems.
